The city of Hermiston, Oregon, retained MapInfo to assess the supportability of a variety of retail categories within the community. Categories were evaluated both to serve the growing local population and the visitors from surrounding areas, including Pendleton, Milton-Freewater, and communities in southeast Washington State who can take advantage of the sales tax differential (0% in Oregon compared to 8% in Washington). The purpose of this analysis was to allow Hermiston to develop a focused strategy to recruit new retail that will serve the community’s residents as well as the surrounding areas.

The following questions were addressed as part of this study:

•  Is retail development viable at this location/study area? If so, what type?
•  To whom would this retail appeal? (Analysis of current and projected demographic
    characteristics of the study/trade area residents)
•  How do characteristics of the study area compare to other areas?
•  What types of retail would provide the closest matches?
•  Which specific retailer(s) is/are the best fit for this location?
•  Hermiston is focusing retail attraction efforts solely on those retailers most appropriate
   for the market being studied.
