In June 2000, the Oregon Employment Department sent a survey to a representative sample of Oregon’s private-sector and many public-sector employers. The survey asked respondents about
their recent hiring, their difficulty finding qualified workers, their satisfaction with job applicants’
and current workers’ skills, their future need for various skills, their training practices, the benefits
they provide, their use of non-traditional employees, and if turnover is a problem in their
organization.

Difficulty in filling regular job openings:
Employers were asked what level of difficulty (low, medium, high, or does not apply) they have
had in filling regular, year-round position openings in each of several occupational groups.
This region’s overall results
Employers in the Morrow-Umatilla region indicated the most difficulty in filling regular job
openings in management, professional and computer occupations. Each of these categories
had the highest proportion of employers who filled such positions citing a “high” level of difficulty
in filling openings.
Among applicable employers, the most difficult to fill positions were professional occupation.
62% of applicable employers had a “high” level of difficulty in filling these jobs; 31% had a
medium level of difficulty. This was closely followed by management jobs where 57% had a
“high” level of difficulty filling these positions.
The easiest to fill positions were agriculture (90% of applicable employers cited a “low” or
“medium” difficulty), clerical (80%), and services (78%).
